Which card is best for fuel, and where does the rate quietly change?

The best fuel card is usually a capped bonus rate you stay under, not the highest headline number. Gas rewards are paid on a merchant category code rather than on gasoline itself, so pay-at-pump, warehouse fuel and a supermarket's own pumps can be coded differently and earn a different rate than the card's advertised gas category.
Fuel is one of the few categories where the card that wins in January can be the wrong one to use by autumn. That is not a pricing change. It is a cap, or a merchant code, doing what its terms always said it would do.
Rewards are paid on a code, not on gasoline
Every card purchase carries a merchant category code, assigned by the merchant's payment processor, and a card's rewards engine reads that code rather than the receipt. A "gas stations" bonus category is really a bonus on one or two of those codes.
That single fact explains most of the confusion in this category.
- A warehouse club's own fuel pumps are frequently coded separately from a general "gas stations" category.
- A supermarket's fuel pumps are normally coded as fuel rather than as groceries, and sometimes excluded from a card's gas category as well.
- Pay-at-pump and inside-the-store purchases at the same station can be treated identically by most issuers today, but a card's own terms are the only place that is confirmed for a specific card.
None of this is unusual or unfair. It is the same mechanism that makes a warehouse club's groceries fall outside a "supermarkets" rewards category, and it rewards reading the terms once rather than assuming a category name covers everything with that name in the aisle.
Three named examples, and where each one stops winning
Costco Anywhere Visa by Citi. It pays 5% cash back on gas bought at Costco's own warehouse pumps, worldwide. 1 It pays 4% cash back on other eligible gas and EV charging purchases worldwide, on the first $7,000 spent in a year, after which the rate drops. 1 The card itself carries no annual fee, but it is issued only to Costco members, and a paid Costco membership is a real yearly cost that belongs in the comparison. 1 It also carries no foreign transaction fee, which matters if any of that driving happens outside the US. 1
Chase Freedom Flex. Its bonus is not gas-specific: it pays 5% cash back on up to $1,500 of combined purchases in that quarter's rotating categories, when activated, and gas stations have been one of those categories in past quarters. 2 Outside an active bonus quarter, purchases earn its base 1%, or 3% on dining. 2 The card has no annual fee, so the only cost of missing an activation window is the rate you did not earn, not a fee you paid. 2

The break-even is a calendar, not a percentage
A capped bonus rate is not simply "better" or "worse" than a flat rate. It is better up to a spending level and a date, and worse after both.
- Someone who drives enough to clear a rotating card's quarterly activation and stay under its cap gets the highest rate of the three for that quarter.
- Someone who forgets to activate, or who fills up mostly at a supermarket or warehouse pump that falls outside the category, gets none of it.
- A flat 2% no-fee card is the fallback that never needs a calendar, an activation click, or a check of which pump you used.

Why did my gas station purchase not earn the gas rewards rate?
Rewards categories are matched to a merchant category code, not to what you bought. A pump at a warehouse club, a supermarket's own fuel station, or a convenience store coded as a general store can fall outside a card's 'gas stations' category even though you filled a tank. The issuer's own terms name the exclusions, and they are worth reading before assuming a purchase will qualify.
Do I have to activate a rotating gas category every quarter?
On the two major rotating-category cards, yes. Chase Freedom Flex pays 5% cash back on up to $1,500 of combined purchases in that quarter's bonus categories, but only for cardholders who activate. [2] Missing the activation window means the purchases still happen at the card's base rate instead.
Is a card that requires a club membership actually a no-fee card?
